Both 什么 and 谁 are question words.

The sentence pattern for 什么 is

Subject + Verb + 什么 + (Noun)?

For example, 

这是什么?(zhè shì shén me) What is this?

你喜欢喝什么饮料?(nǐ xǐ huan hē shén me yǐn liào) What kind of drink do you like?

There are two patterns when using 谁 to ask ‘who’.

Subject + 是 + 谁?

For example:

他是谁?(tā shì shéi) Who is he?

谁 + Verb?

For example:

谁想去?(shéi xiǎng qù) Who wants to go?
