老是 is an adverb that can mean ‘always’ and can be interchanged with 总是. 老是 has a frustrated or irate tone. Sometimes it’s also shortened to just ‘老’.
Use the sentence pattern 老是 + Predicate
For example,
你怎么老是加班？ Why do you always work overtime?
