了解 means to understand, but you may also have come across 明白 meaning to ‘understand’, too. The difference is that 了解 is used to understand a subject thoroughly, while 明白 is used to express a more general understanding.
我了解他的感受。 I understand how he feels.
我不明白你是什么意思。I don’t understand what you mean.
